I. Overview
It is the second year since Vietnam has officially become a member of the World Trade Organization (WTO). It is estimated that the Vietnam economy has a strong rate of development. Vietnamese enterprises have had numerous opportunities to integrate into the world economy but they are confronted with many challenges.
The Vietnam industry of electronic parts, televisions (TVs), computers and parts has to face intensive competition from the electronics enterprises of the ASEAN countries such as Thailand, Malaysia, Indonesia, Singapore. These have been established in the electronic industry since 1960s.
However, the Vietnamese government has been especially interested in the survival and the development of this sector since early 2003. To implement ASEAN Free Trade Area (AFTA) agreement, Vietnam has reduced the import and export tax of 755 products imported from the ASEAN countries including the electronic products. Export taxes on these products have been reduced from 40%-50% to 20%.
The Vietnamese government has clearly demonstrated its determination to develop the industry of Electronic parts, TVs, computers and parts into an important industry of the export oriented economy capable of meeting the demands of the domestic market, and contribute to the country's further industrialization and modernization.
Many enterprises owned by foreign companies producing electronic parts, TVs, computers and parts have assembly plants in Vietnam. Along with the changes to tax policies, export turnover of these commodities is on the increase. Vietnamese products are gradually gaining recognition in the markets worldwide. The Electronic parts, TVs, computers and parts have been exported to over 50 countries in the world.
Following up on this, according to strategic targets of the government, the sector's export turnover of USD 3-5 billion by 2010 is completely realistic. However, the export turnover is mainly realized by foreign companies, the share of Vietnamese companies is negligible, thus the profit is very low.
II. Production
1. Geographical areas of production
The geographical areas of production for Electronic parts, TVs, computers and parts are mainly focused in High Technology Zones producing high technology products and are predominantly located in the southern and the northern regions of the country.
In the South there is Ho Chi Minh High Technology Zone. It has attracted 30 projects with the total capital of USD 1.5 billion until now. Intel among them, the typical project along with other projects is opening opportunities to develop a wide range of industries, developing more sophisticated technologies and training highly professional human recourses. After some initial success in attracting Foreign Direct Investment (FDI) to produce high technology products (Intel Nidec, Jabil, Sonion), the Project Management team of the High Technology Zone are focusing on providing these investments the best treatments. Besides Ho Chi Minh City, other cities such as Binh Duong city, Bien Hoa city, Dong Nai city, are developing a large variety of electronic parts, TVs, computers and parts plants.
In the North, Lang Hoa Lac High Technology Zone is 30 km west to Hanoi, on the Lang - Hoa Lac highway. This is part of the government’s urban chains aimed to expand the west of Hanoi capital with many key projects such as the National Sport Combination Area, the National Conference Centre, the Cultural Village of Vietnam ethnic communities, Ha Tay industrial group and so forth. This area gathers over 60% of the countries’ scientific and technological capacity, located in the newly founded universities and institutes such as the Hanoi university of Technology, the Architectural University and the Hanoi National University. They have a lot of potential of providing education and raising highly qualified human recourses. The other industrial zones in Hanoi such as Sai Dong Industrial Zone, Quang Minh Industrial Zone, Thang Long Industrial Zone also have numerous plants for Electronic parts, TVs, computers and parts. Other cities in the North such as Bac Ninh, Hung Yen, Hai Phong also have many producers.
2. Characteristics, categories and composition of products
The product groups of Electronic parts, TVs, computers and parts produced in Vietnam are of numerous varieties and technical standards including:
· Electronic parts: belong to groups from 8532 to 8543 in HS code: “ Spare parts and auxiliaries of electronic equipment”; consists of parts of equipments having the function of processing electric signals in all fields such as: consumer electronics, medical electronics, industrial electronics, and telecom electronics.
· Televisions (TVs): consist of varieties of flat screens, liquid crystal display (LCD) belonging to the group 8528 in HS code: “Televisions combined or not combined with radio or tape-recorders or sound and image copy machines, video display and projectors in the same box”.
· Computers and parts: belong to the group 8471 in HS code: “Original form computers” consist of desktop computers, laptops, microprocessors, hard disk drives, uninterruptible power system (UPS)”.
3. Scale and production capacity
Besides the open policies for investors and a variety of preferential policies of the Vietnamese government that Vietnam was selected by Intel as a place to build the new manufacture will contribute to Vietnam’s development into a production and manufacturing center with the highest growth rate in the South-East Asian region.

In 2000-2006, the production of Electronic parts, TVs, computers and parts have risen by an average of 3.5 – 4.6 percent and it is still on the increase.
Vietnamese equipment is generally advanced and modern compared to the countries in the region and complies with the world standards. It is focused on foreign invested capital enterprises. The big foreign groups' investment in producing the electronic parts provides Vietnam with possibilities of developing its electronics industry.
Vietnam has abundant young human recourses. The young information technology specialists of Vietnam are frequently winning the world's competitions and contests. Vietnamese students have participated in ACM International Collegiate Programming Contest World Finals, ranked 40th among 88 universities of information technology. However, the high skills and qualifications still do not meet the demand of the entire sector. Up to the end of 2007, Vietnam had only 11,000 bachelors of information technology.
Since early 2007, nine Viet brands computer assembly companies, specialized in the production of laptop computers have merged into one company named Lien Viet Thanh laptop Assembly Company. This merger has been aimed at the expansion of the size and output, and the reduction of the cost in order to satisfy the greater demand.
In general, the industry of electronic parts, TVs, computers and parts in Vietnam has a strong development potential.
4. Sources of production materials
There are many foreign companies that have invested in producing in Vietnam but they are mainly interested in the use of land and labor. Only very small quantities of local raw materials are in use. Most of the raw materials are imported and processed in Vietnam so the sector's value-added is still very low.
The sources of production materials are mainly imported from Taiwan, China, Korea, Indonesia and other Asian countries.

5. Production trends
The demand for raw materials of many industrial plants in the country is ever increasing. In order to meet this demand, Vietnam is attaching special importance to investments in electronic parts, producing different types of laptops and desktops. Besides, Vietnam is also aiming to produce computer parts and accessories such as electronic tablets, hard disk drives, soft disk drives, TVs of different models and good quality aimed at supplying the growing domestic demand and meeting the export target.

7. Well-known product brands
In the industry of Electronic parts, TVs, computers and parts production, well - known product brands are selected by prestigious domestic and foreign organizations such as Fujitsu, Samsung, Sony, LG, Matsushita, Toshiba, JVC, Sanyo, Canon and Daewoo.
In the Vietnam’s exclusive computer production circle, there are top seven well - known product brands, namely CMS, Elead, Mekong Green, Robo, T&H, VTB, Wiscom.
III. Domestic market
1. Market information
Since Vietnam officially joined the World Trade Organization (WTO), electronic parts, TVs, computers and parts can target the new potential markets such as China, Hong Kong, EU. Although the investors focus on exports, Vietnam is also becoming an important market. At present, Vietnamese economic growth rate ranks second in Asia, after China. The number of middle-class customers increases, contributing to the development of this market.
Computers became popular in Vietnam in the early 1990s. Due to the demand of the development and integration of Vietnam’s economy with the world economy, along with the impact of the program of informatics popularization in the country, computers are becoming indispensable in many administrative organizations, production and business organizations, as well as in the fields of research, education, national defense and national security.
2. Domestic consumption
As estimated in 2007, the consumption of electronic parts, TVs, computers and spare parts accounted for 70% of the total production of Vietnam, among them laptops accounted for 90%, electronic tablets 60-70%, other equipment and parts 65-70%.
In 2007, Vietnamese market consumed approximately 100,000 LCD televisions, mainly supplied by Samsung, Sony, LG, Toshiba companies. Meanwhile, domestic trademarks sold less than 1,000 pieces. There are several factors that affect domestic TV consumption. Low prices may mean low quality to many consumers. However, when the prices are equal to those of foreign brands, consumers usually prefer to buy the latter ones. LCD television is still a value asset in Vietnam although its prices have reduced. For this reason, very few people dare to buy a domestically produced LCD television.
Regarding computers, foreign companies occupy more than 20% of the market share in the Vietnamese market, with the remaining share belonging to domestic companies. There are two major trends regarding the locally produced computers. The first one involves the companies that have invested in the production of high-quality products and establishment of a trade name. The second trend involves the establishment of the assembly shops for retail. Many local computers’ trade names have succeeded and gained a large market share. Due to the high demand on high-quality products and prestigious trademarks, there are more and more computer companies following the direction of trademark computers. At present, Viet brand computer holds 90% in PC market share and about 10% in laptop market share.
Computers are popularly used in the big cities. Among them Hanoi and Ho Chi Minh City account for 70% of that in the whole country. The percentage of households having computers in the cities is 3.9%, much higher than that in the rural areas (0.07%) (2003 statistical data).
3. Consumption trends
Vietnam is a fast developing economy in Asia. Due to the improvement of the standard of life over recent years, the demand for high-quality televisions and computers with fashionable designs is on the increase.
4. Price
In 2006 - 2007, the price of electronic parts, TVs, computers and parts in Vietnam generally decreased.
· Laptops: the retail price of laptops in the market considerably decreased, especially in the early third quarter of 2006, the price of some luxury products decreased by USD 150. In 2007, the retail price of laptops continued to drop but to a less extent compared to that in 2006. In the first quarter of 2007, the lowest reduction was about 50 USD/pc for Acer Aspire 5634WLMi, at 1,360 USD/pc. The price reduction of high-class laptops was not much, while the price of low-class and medium-class products such as Acer Aspire 5101NWLMi, Compaq-HP Presario V3186TU, Toshiba Tecra A8-1014E, IBM-Lenovo ThinkPad R60 9455-A34 was reduced by 10 USD/pc. However, the price of laptops is expected to decrease further due to the competition with the products imported from China.
· In 2007, the price of household electronic products (including TVs) constantly decreased. From the beginning of the year, the price of LCD monitors started to decrease, whereas the price of other monitors such as AOC drastically dropped. On the other hand, the price of some products such as Viewsonic VA712, VA1703B, VA703B, LCD 20-inch monitor (F-20” Wide) increased by 3.5% compared to that in 2006.
· The following computer accessories’ prices have decreased: microprocessor Intel, especially Pentium 4 631 - 3.0 Ghz (decreased by 9.3%), followed by Pentium 4 541 - 3.2 GHz (tray and box) (decreased by 8.7% and 9.2%, respectively, compared to 2006), Celeron D326 - 2.53 GHz (tray and box) (decreased by 20,8%), (Celeron D331 - 2.66 GHz (tray and box) (decreased by 16% and 19.3%, respectively).
Apart from microprocessors, the price of high-capacity RAM also decreased considerably, especially for DDR2-553/667 1GB Kingston (decreased by 10-12 USD/RAM bar), followed by DDR2 667-512MB Corsair. Due to the remarkable decrease of retail prices in early months of 2007, the strongest reduction level accounted for DDR2-800 2.0GB Corsair (over 80USD / RAM bar) compared to January 2007.
Based on the Decision 02/2007/QĐ-BTC issued on January 5 2007 by the Ministry of Finance, the price of some electronic and refrigerate-electric commodities was allowed to decrease below the commitment price when Vietnam joined WTO. For example, 21-inch flat monitor lamp had a tax rate of 10% compared to 20% in 2006. This was one of the factors contributing to the considerable reduction of the prices of electronic parts and TVs.
5. Distribution channels
On the domestic market, the producers supply their products directly to the distributors’ network systems in the cities and provinces, showrooms belonging to producers and to the chains of electrical appliance supermarkets. After that, this network system subsequently distributes the products to small electrical appliance shops or markets concentrated in traditional electronic streets and then to the consumer.
V. Exports
1. Export value and volume over last 5 years
At the beginning of the 1990s, the Vietnam electronic parts, TVs, computers and parts sector had no products for exporting. By 1996 the sector's export turnover was USD 90 million. By 2000, export turnover increased by USD 783 million, the products were exported to 35 countries over the world. After the year 2000, due to the regional and global economic crisis, export turnover of this sector significantly decreased in 2001 by USD 585 million, and in 2002 by USD 492 million.
In early 2003, by the assistance of foreign offices and trade promotion organizations, electronics information technology enterprises actively popularized their trademark and products, expanded markets, looked for investment partners and co-operated and associated in business so that exports significantly grew. In the first six months of the year 2004, export turnover gained USD 405 million.
From 1992 to the end of 2002, the total investment capital in electronics- information technology was USD 1.6 million. Averagely, 1 USD could be gained from export products if the investment amounted to 2.7 USD while labor force amounted to 15,000 people in this sector.
Vietnamese electronic - information technology enterprises are predominantly small and medium scale, with small capital, and rather average technological level (there are only 200 producers and almost all in commercial and service sectors). They have various export products but lower in quality. Thus, for them it is crucial to identify a niche market, which are not of interest to multinational companies.
A typical example is Hoa Binh Electronic Company under Vietnam Informatics & Electronics General Corporation. It has identified numerous partners for exporting various kinds of products to the US, Japan, EU, ASEAN counties. It processes or produces such electronic parts, spare parts for exporting as transformers, spark coils, mini sources, parts groups which are disregarded by multinational companies as not profitable. In 2003, Hoa Binh Electronics Company contracted with American Texatronics firm to process quality electronic parts. In recent years this company's export turnover steadily grew (in 2002: USD 9.7 million, in 2003: USD 11.9 million, in 2004: USD 13.5 million). This company was awarded a Diploma of Merit from the Ministry of Trade due to the export achievements for high quality, and products with international certification.
Some other enterprises under Vietnam Electronics Industries Association, namely Hanoi Electronic Company (Hanel), Post Equipment Factory have also exported products such as: computers, supplementary equipment, spare parts to Laos, Cambodia, Latin American countries.
Almost all Vietnamese enterprises are small, medium scale, with small capital, and average level of modern technologies. However, the situation is improving because of the close cooperation between Vietnamese enterprises and enterprises with foreign investment capital. In some cases, Vietnamese enterprises found partners to export their products but they did not have enough capital and technology. Thus they transferred their partners to FDI enterprises and on their side, FDI enterprises also passed some of their partners and products to Vietnamese enterprises based on their common benefits and purposes of increasing export turnover for this sector.
After 20 years of attracting foreign investment, Vietnam electronics industry sector has remarkably contributed to the economic development of the country. The whole electronics industry's export turnover has increased more than 15 times over last 10 years and currently is the main export product of Vietnam.
Electronic parts and TVs, computers and parts have been exported to more than 50 countries over the world with export turnover over USD 1 billion per year. In 2005 export turnover gained USD 1.4 billion, in 2006 it gained USD 1.5 billion, and more than USD 2 billion in 2007 and ranked the sixth among the key export products of Vietnam.

In 2007, there were numerous foreign investors such as Foxcon (HonHai), Compaq and others that specialized in producing computers and parts, digital equipment, laptops, mobile phones in Vietnam. In the near future, the year 2009, when Intel officially runs their factory located in the high technology zone in Ho Chi Minh City, it will raise more export value and is expected to reach tens of billions of USD per year.
2. Export markets
Currently Vietnam exports electronic parts and TVs, computers and parts mainly to ASEAN countries, Japan, Korea, US. With advance of ASEAN Free Trade Area (AFTA) in ASEAN market, Vietnam gained export turnover over billion USD. Vietnam will be targeting Chinese, Hong Kong, EU markets, especially new members of the EU such as Hungary, Poland, Czech Republic, and the Republic of Slovakia.

3. Major export enterprises
Exports of electronic parts and TVs, computers and parts is mainly concentrated in foreign investment enterprises such as Hanel, Panasonic or enterprises with 100% foreign capital such as Canon, Fujitsu. The enterprises with 100% Vietnamese capital do not exceed 10% of the total. In accordance with the statistical data of the Vietnam Informatics Association, in 2006, Canon’s export value amounted to USD 650 million and that of Fujitsu’s reached around USD 500 million. The rest of the turnover belongs to reputable joint venture companies’ group such as Hanel, Panasonic or company groups of Japan, Korea, China, Taiwan, and the US that have factories in industrial zones or processing zones. It is estimated that turnover of these enterprises group amounts to hundreds of billion USD. Sony, LG also have export products but at a lower scale.
Export products of the Vietnamese electronic companies mainly depend on foreign processing orders. For example, Binh Hoa electronic company specializes in processing electronic products for cars. Other small, medium enterprises are specializing in parts. The lamp transforming sets for amplifiers, loudspeakers are ordered by the US and Australian customers. In 2007, the following three Vietnamese enterprises were elected as reputable exporting enterprises in electronic parts by the Ministry of Industry and Trade:
- Viettronics Binh Hoa Joint Stock Company (Viettronics Binh Hoa VBH) (designing, making, manufacturing, trading electronic parts).
- Fujitsu Computer Products of Vietnam, Inc (FCV) (producing, assembling, supporting electric tablets).
- NecTokin ElectronicsCo.Ltd (Vietnam) (producing and assembling electronic parts).
4. Export opportunities and advantages
Vietnam has been known as a geographical area of production with cheap price of various goods because of abundant labor sources, convenient air and maritime traffic. Waves of investment in technology field have helped this 84 million people country to become a large center of producing, exporting electronic parts, TVs, computers and parts in South East Asia.
The investors tend to move the electronic parts production from China and South East Asia to Vietnam. Some Japanese and Chinese Groups intend to move their electronic parts plants from China and Malaysia to Vietnam. This is happening due to the existence of large lands for investment in Vietnam with convenient locations for electronics production and cheap labor. Besides, Vietnam has preferential policies for the development of electronics as one of the high technological areas. Meanwhile in large countries such as China, Malaysia and others prices for land lease and labor costs are increasing, thus production in Vietnam is becoming advantageous.
All the electronic projects have been concentrated on producing parts. This will result in the fast development of auxiliary industry of electronic sector in the next few years and contribute to fostering the growth of Vietnamese electronic industry.
According to Vietnam Electronics Industries Association, since Vietnam became a member of the World Trade Organization (WTO), there have been numerous electronics projects with the capital of 3 billion USD attracting a strong wave of investment. Soon after Vietnam’s accession to the World Trade Organization (WTO), Inter Group (America) started a project in Binh Duong province with the capital of USD 1 billion aimed to produce optical reading head for DVD, VCD and super mini motors for cameras, printers, etc. Foxconn (Taiwan) invested in Vietnam up to USD 5 billion in which electronic sector accounts for about USD 1 billion. Besides, Meikom group (Japan) invested USD 300 million for producing electronic parts in Ha Tay province. In the future Samsung group (Korea) is planning to invest in Yen Phong district industrial zone (Bac Ninh province) about USD 650 million for producing electronic parts.
Vietnam is becoming a center attracting foreign investment in electronic sector. Businesses from Taiwan, Japan, Korea are seeking investment opportunities in Vietnam electronic industry and numerous large-scale projects are expected to start in this sector.
The government of Vietnam strongly encourages foreign investment in Vietnam, whilst the world market demand of electronic parts, TVs, computers and parts is rapidly growing. In 2005, the world electronic products turnover gained over USD 400 billion and was steadily increasing by 8% per year in the last few years. Besides, according to specialists, in 2005 the world consumption of computers was about USD 200 million. This is projected to reach USD 300 million by the year 2010. This is the factor that positively affects the development of Vietnam electronic parts, TVs, computers and parts export.
V. Imports

In 2007, Vietnam import turnover of electronic parts and TVs, computers and parts considerably increased, the number of computers imported into Vietnam was 30.000 units in 2003 and 50.000 units in 2004.
Main import products of Vietnam were computers. Parts account for 37% (of which laptops account for 7%) and electronic tablets account for 27%.
2. Import markets
Electronic parts and TVs, computers and parts are mainly imported from China, Singapore, Japan, Hong Kong, Taiwan, Malaysia, Indonesia and other markets such as the US. Among these Singapore and Japan always take the lead for supplying Vietnam with electronic parts and TVs, computers and parts.

3. Major importers
Enterprises producing and exporting electronic parts and TVs, computers and parts are also the main importers of these products.
For computers and parts, the main import enterprises are CMC Corporation, Vinh Trinh Company. For TVs, the enterprises that work in electronics and electronic cooler trade are the main importing enterprises.
VI. Vietnam’s export development policy for the sector
Prime Minister approved the General Master Plan on Vietnam electronics industry development to 2010 and vision to 2020 by the Decision number 75/2007/QD-TTg dated 28th May 2007. It showed that “ Developing the electronic industry becomes one of important industries of Vietnamese economy with exporting orientation and meeting demand of domestic market, contributing to the industrialization and modernization process of Vietnam”. The Decision has also expressed development objectives to 2010 to gain revenues from USD 4 to 6 billion and USD 3-5 billion export turnover; creating for about 300-thousand jobs, achieving an annual growth rate about 20-30%. In order to achieve aforementioned goals, the Decision had also named resolution groups of policy, invested capital, key products, market, technology, manpower and auxiliary industry. Four key-projects have been approved following this Decision in which detailed responsibilities were assigned to relevant Ministries, sectors, cities and provinces, associations and enterprises. This is the first time that the electronic development plan has been officially approved by the Government, demonstrating the Government’s determination to develop this economic sector.
Government of Vietnam is oriented at encouraging a wide range of economic sectors, foreign investment, creating opportunities for enterprises to have access to the financial resources from banks, other preferential capital sources home and aboard. It is also strengthening the investment on material facilities and technologies for research institutions for applying modern technologies. Special importance is attached to research on utilizing domestic material sources for exports.
For export market:
Recently, ASEAN's import demand of electronics, TVs and computers and parts reached 25 billion USD, while the Vietnamese export turnover in ASEAN accounted for 2.2 % total import turnover of this region. Vietnam is trying to increase export turnover by 5%, over 1 billion USD by 2010.
Similarly, Japan was estimated as a large market. However, in 2005 Vietnam’s electronic products export turnover in Japan market occupied 0.8% Japan's total import turnover. Vietnamese exporters are planning to reach a figure of USD 1 billion with the proportion of 3% of Japan’s total import turnover by 2010.
In 2005, Vietnam’s export turnover to the EU market amounted to 0.03% of import turnover of this region. It is a small figure in comparison with import demand of the EU market of about USD 484 billion per year. Vietnam’s accession to the WTO created better opportunities for Vietnamese electronics products and computer parts to penetrate this large market. According to experts, Germany and new members of the EU, namely Hungary, Poland, Czech Republic and Slovakia are potential markets for Vietnam.
VII. Sector development orientation and projection to 2010
According to the evaluation of the Ministry of Planning and Investment and the Ministry of Industry and Trade, electronic products, computers and parts are those that can considerably increase their export turnover due to significant foreign investments in this area.
It is expected that the export turnover of this sector will gain USD 4.7 in 2010, average growth rate at 26.7 % per year. In 2008, the export turnover is expected to gain USD 2.9 billion, increasing by 26.1% in comparison with 2007; in 2009 it will reach USD 3.7 billion, increasing by 27.6% and in 2010 will gain USD 4.7 billion, increasing by 27%.
By 2010, technological modernization will be a leading trend in Vietnam that will enhance development of high quality electronic parts products, and their diversification resulting in providing them competitive advantage on the international markets. Therefore, it is possible to say that electronics and parts, computers and parts production has significant potential for growth in next 5 years. To reach this goal Vietnam will need to have clear orientation and specific solutions to accelerate export growth in this sector.

2. Trade fairs and exhibitions of the sector in Vietnam
Vietnam Computer Electronics World Expo 2007 was organized in Ho Chi Minh City from 10th to 15th July 2007 by IDG World Expo and Ho Chi Minh Computer Association, has introduced an overview of Vietnam Communicative Information technology in 2007.
Annually, Vietnam Electronics Communication Information Technology (Vietnam ECIT) has organized in Ho Chi Minh City by Vietnam Electronics Industries Association (VEIA) in October. Vietnam ECIT 2007 was organized at Phu Tho sporting event hall, district No.5 Ho Chi Minh City.
Vietnam Industrial Products World Fair 2007 – a prestigious annual professional fair was held in Hanoi following the Decision No. 158/CT of Head of Ministry Assembly (Prime Minister) dated May 7 of 1992.
